Disaster risk reduction series, paper 1

This paper is the first of a series of six working towards the Global Platform for Disaster Risk Reduction in May 2013 providing an introduction to key discussions around disaster risk reduction (DRR). It explores what is meant by DRR, especially as it relates to development, and why it deserves more attention both at local and international level. It also introduces key concepts in DRR and the Hyogo Framework for Action (HFA), and features a case study about preparing for floods and cyclones in Bangladesh.

Detailed questions covered include: (i) why is DRR so important; (ii) what is disaster risk reduction; (iii) how does DRR fit with aid and development; (iv) overcoming barriers to DRR; (v) whose business is DRR. Finally, it summarizes the key messages and proposes further reading. The next papers explore how DRR can be supported by a focus on real risk factors, better funding, coordination with other sectors, innovative partnerships, and via international frameworks.
